The recent CIA torture report made one thing clear: When CIA operatives and contractors torture terrorist suspects, it doesn’t make us safer. What’s more, it’s wrong. But it could happen again.

We already have a federal law that bars the U.S. military from engaging in torture, and it works. But the law doesn’t include intelligence agencies, meaning the CIA isn’t covered.
